La struttura delle SCIRA straniere..

Qui si seguito alcuni cenni sulla struttura della SCIRA USA e di quella Inglese e Portoghese.

L’argomento ha interessato molti, molti di più di quelli interessati alla massacrante manfrina dei sistemi di qualificazione, che forse proprio per tale ragione, ha ormai monopolizzato i media “ufficiali” della Classe 8-))

PROCEDURAL RULES

5. Board of Directors:
A. The membership of the U.S. Board of Directors shall be limited to:
1. All current members of the SCIRA International Board of Governors who are legal residents of the USA shall have voting status.
2. All of the U.S. District Governors shall have voting status.
3 The U.S. Chief Measurer shall have voting status.
4. Members of SCIRA USA appointed by the current U.S. National Secretary because of their individual expertise, but these positions shall not have voting status.
5. SCIRA USA’s legal counsel, who shall not have voting status.---

di seguito invece i doveri del Segretario Nazionale USA, che sono identici a quelli di qualsiasi altro Segretario Nazionale, da chiedersi quindi come mai quello USA si avvalga di un Board ed altri non lo imitino!
C'é chi dice che, nonostante il Board, le cose non vadano meglio, ma a vedere i numeri certe affermazioni sono smentite senza appello!
E poi é davvero necessario il martirio del Segretario Nazionale?

---6. Duties, Assignments and Authorities:
A. National Secretary:
In addition to those specific authorities granted to the U.S. National Secretary by the SCIRA Constitution (Section 32) the U.S. National Secretary is hereby authorized to perform the following duties on behalf of SCIRA USA, the fulfillment of which may not conflict with the policies of SCIRA:
1. Perform any and all duties delegated by the U.S. Board.
2. Appoint and remove, and employ and discharge, agents and employees, and, except as otherwise provided herein, prescribe the duties and fix the compensation, if any, of all officers, agents and employees of SCIRA USA.

A seguire un'altra peculiarità.
La SCIRA USA é piena di Comitati Nazionali, diciamo sulla falsa riga del nostrano Comitato Ranking List, con la differenza che gli Americani, oltre a prestare molta attenzione a materie che interessino non più di 15 equipaggi, prestano qualche residua attenzione anche a materie che noi, data la nostra fulgida condizione, ci possiamo permettere di non curare, quali:
-Componenti;
-Promozione;
-Juniores;
-Reperimento di Fondi e Finanza;

la lista, ovviamente, non é esaustiva, possono realizzare comitati ad hoc.
Questi comitati lavorano tutto l'anno, non includono, per ovvie ragioni di trasparenza e democraticità, il Segretario Nazionale, e fanno si che la SCIRA USA faccia i numeri che riesca a fare in totale libertà e autonomia, senza bisogno di elemosinare briciole dalla USSAILNG FEDERATION (che é l'equivalente della nostra FIV)... strani gusti questi della SCIRA USA!

--B. National Committees:
1. National Committees are initiated by the National Secretary to expedite the business of the Class in the USA. They may be either permanent Standing Committees or Ad Hoc Committees. The Standing Committees shall be: Membership, Promotion, Juniors, Fundraising and Finance. The Nominating committee will be an Ad Hoc type.
2. All National Committees will normally be chaired by a U.S. member of the SCIRA Board who shall issue the committee’s written annual report to the U.S. National Secretary no later than forty-five days prior to the SCIRA USA Board of Directors’ Annual Meeting..
3. All members of the SCIRA USA Board of Directors should serve on at least one National Committee.
4. The US Perpetual Fund (Fund) shall have three Trustees. Their duties are outlined below in section D.

Ancora in altro argomento interessante: per potersi permettere il giocattolo, la SCIRA USA ha realizzato un fondo al quale é possibile effettuare donazioni, alle quali non si sottraggono gli esponenti più illustri della Classe!
Chi più dona, più é meritorio!
A breve, se lo ritroveremo, pubblicheremo il resoconto del curatore del Fondo, utile a dare un'idea di quanto sia stato "prezioso" questo fondo nello sviluppo e nella promozione della Classe.. anche se gli americani considerano il termine "promozione" in un accezione ben più vasta di quella: "pagare le iscrizioni ai qualificati agli eventi internazionali, per l'equivalente del 80% delle disponibilità di cassa", tipicamente nostrana.

--D. U.S. Perpetual Fund
The U.S. Perpetual Fund (“Fund”) shall be managed by three Trustees. The U.S. National Secretary shall be one of the Trustees and shall report the financial status of the Fund annually at the Annual Meeting. The remaining two Trustees shall be appointed by the U.S. National Secretary. The Trustees shall be guided by the current Investment Policy on file with the Executive Director.
